Overview: The Department of Commerce has extended Component II of the Resilience & Logistics Intervention for Export Facilitation (RELIEF) until 31st March 2027. The scheme encourages exporters to obtain Export Credit Guarantee Corporation of India (ECGC) cover for shipments to specified destinations affected by West Asia disruptions. It provides 95% risk coverage for qualifying shipments and protects eligible exporters against insurance premium increases beyond pre-disruption levels during the applicable period. Policy, shipment and destination conditions continue to apply.

relief scheme exporters extended march 2027

The government has extended RELIEF Component II until 31st March, 2027, giving eligible Indian exporters more time to obtain ECGC cover for qualifying shipments affected by disruptions in West Asia. The extension matters to businesses facing higher shipping and insurance costs.

The extension gives businesses more time to seek cover for qualifying shipments. However, exporters must check the applicable conditions before relying on the scheme. The revised deadline does not remove existing eligibility requirements or make every shipment eligible.

However, the revised deadline does not mean that all exports qualify for the scheme. Exporters must check the applicable policy, shipment dates, destination and cargo conditions before relying on the 95% risk coverage.

Disruptions across West Asia have affected maritime logistics and increased risks for Indian exporters. Higher freight and insurance costs can put pressure on export margins and complicate delivery schedules.

What Has the Government Extended?

DGFT Notification No. 37/2026-27 extends the eligibility timeline under Component II until 31st March 2027. The Department of Commerce confirmed the extension in its announcement dated 26 October 2026.

The main provisions are:

  • Risk coverage: ECGC provides 95% risk coverage for qualifying shipments, subject to the applicable scheme and policy conditions.
  • Eligible policies: Standalone ECGC policies obtained on or after 16 March 2026 may qualify. Fresh Whole Turnover policies obtained for the first time on or after that date may also qualify.
  • Shipment dates: The applicable eligibility window runs from 16th March, 2026, to 31st March, 2027. Exporters should check the onboard Bill of Lading (B/L) or Airway Bill (AWB) date against the notified conditions.
  • Premium protection: Eligible exporters are protected against premium increases beyond pre-disruption levels during the applicable period.
  • Cargo restrictions: Full Container Load (FCL), Less than Container Load (LCL) and refrigerated (reefer) cargo are covered. Energy shipments are excluded.

The scheme applies to shipments meant for delivery or transshipment to specified destinations. Back-to-town and re-import cargo movements fall outside the RELIEF scheme’s scope. Exporters should check the applicable notification and ECGC policy before arranging cover.

How Can Exporters Submit Claims?

Exporters should access the ECGC customer portal and follow the applicable RELIEF claim procedure. ECGC also provides video guidance on its official YouTube channel for account creation, exporter registration and claim submission.

Before filing, exporters should:

  • Confirm policy, shipment, destination and cargo eligibility.
  • Check the required B/L or AWB and other supporting documents.
  • Follow ECGC’s instructions for submitting the claim.

ECGC assesses claims under the applicable scheme and policy conditions. The extension does not guarantee claim approval.
