The Central Board of Indirect Taxes and Customs (CBIC) has issued eight GST circulars on 26th October, 2026, clarifying registration procedures, tax demand proceedings and input tax credit on demo vehicles. The guidance addresses issues that affect business registration and tax compliance.

Startups, MSMEs and vehicle dealers should review the relevant clarifications to understand the applicable procedures, documentation requirements and conditions for claiming input tax credit.

CBIC’s latest guidance sets out what applicants should submit and how officers should handle registration applications.

The circulars also address tax demand notices and ITC on demo vehicles. Businesses should review the changes while continuing to meet existing statutory requirements.

Key Changes in GST Registration

Circular No. 257/03/2026-GST clarifies registration procedures and documentation requirements.

  • Processing timelines: Rule 14A provides a simplified route for eligible small taxpayers meeting specified conditions, including the prescribed monthly tax-liability threshold for supplies to registered persons. Eligible applications under this route can be processed within three working days. Rule 9A provides a similar timeline for eligible low-risk applications identified through risk-based parameters.
  • Verification and queries: Aadhaar-authenticated applications are generally processed within seven working days. Applicants selected for biometric authentication must complete the process within 15 days. Applications requiring physical verification, or where Aadhaar authentication is not opted for or completed, may follow a 30-day timeline. Applicants should respond promptly to clarification notices.
  • Premises documents: The circular clarifies documents required for owned, rented, consent-based and co-working premises. Officers should avoid irrelevant document requests and focus on genuine deficiencies, such as illegible records or address mismatches. Deemed approval applies only when the relevant statutory conditions and deadlines are met.

Clearer Rules for GST Demand Proceedings

Circular No. 258/04/2026-GST addresses notices, adjudication and appeals under the Central Goods and Services Tax Act, 2017.

Show-cause notices should clearly state the allegations, supporting evidence, legal grounds and proposed tax demand. Where practical, multi-year tax demands should be separated by financial year. Adjudication orders should address taxpayer submissions and provide reasoned findings.

For periods governed by Sections 73 and 74, notices proposing both fraud-based and non-fraud-based demands should explain and quantify each separately. Section 74A applies to relevant periods from Financial Year 2024-25 onwards.

Allegations of fraud, wilful misstatement or suppression must be supported by relevant facts and evidence. Appeal limitation must also be examined before an appeal is decided on its merits.

ITC on Demo Vehicles

Circular No. 262/08/2026-GST withdraws paragraph 4.6 of Circular No. 231/25/2024-GST, which restricted ITC on demo vehicles under the dealer-agency model. Eligible authorised agents may now claim ITC on such vehicles, subject to the applicable GST conditions. Where a demo vehicle is capitalised, Section 16(3) bars ITC if depreciation is claimed on the GST component.

Steps for Businesses and GST Applicants

Applicants should submit complete, legible documents, check State-specific requirements and monitor GST portal notices. Businesses facing tax demands should examine the evidence, legal grounds and calculations before replying. Eligible vehicle dealers should review their demo-vehicle ITC claims against the clarified position.
