All New Income Tax Law Rules to be Issued by 31st December 2025
The government is planning to announce all rules under the upcoming new income tax law by December 31, 2025, in one single, consolidated notification, marking a key milestone for implementing India’s modernized tax structure.
A senior official said, the new income tax law will be supported by roughly 400 regulations and 180 forms, which is significantly lower than over 500 rules under the existing Income Tax Act, 1961. This move is aimed at simplifying compliance, lowering litigation, and improving administrative efficiency.
The official stated, “By December 31, we will notify all the rules in one consolidated notification. Budget work will also start simultaneously. Systems will have a lot of work- we will test the rules, do a test run, and coordinate extensively in the fourth quarter.”
The government’s effort to revolutionise the Income Tax Act, 1961, is intended to introduce a simplified, transparent, and technology-driven legal framework. This new structure is designed to enhance compliance ease, remove uncertainty, and modernize tax administration for India’s fast-evolving economy.
The new law’s rules will specify detailed processes for calculating liabilities, processing refunds, and applying exemptions, while the forms will serve as standardized templates for taxpayers and businesses to file returns, make declarations, or claim benefits.
Backend Integration and IT Readiness in Q4 FY25
Following the notification of rules, the government’s focus will move to systems integration and IT testing in the fourth quarter of FY25, ensuring the infrastructure is ready before launch.
The official explained, “After notification, utilities will be created and prototypes of forms will be tested and integrated with data. Each form requires detailed development, integration, and testing. This work will intensify in the fourth quarter.”
This stage will occur alongside Budget preparations, making FY25’s final quarter a crucial time for both administrative testing and fiscal planning.
