Digital signature is a certificate which authenticates your electronic identity and creates trust in an electronic transaction. An electronic document cannot be changed after application of digital signature on it. Class 3 Digital Signature certificate is a high assurance certificates issued to individuals or organizations for filing electronic tenders with Governments.

Class 3 Digital Signature


Digital Signature Certificate (DSC) is the electronic form of certificate which establishes the identity of the subscriber. It is a computer based record that identifies the certifying authority issuing it, contains a subscriber public key having name and other details that can identify a subscriber and can be used to verify that public key belongs to a particular subscriber. In other words DSC can be presented electronically to verify the identity of subscriber, to access online information or services or to sign documents digitally. The importance of Digital Signature Certificate are as mentioned below:

  • Digital Signature Certificate validates the identity electronically of the subscriber.
  • DSC provides high level of security for online transaction by ensuring absolute privacy of the information.
  • The intended recipient can only read the encrypted information with the use of Digital Signature Certificate.
  • The digitally sign information guarantees the recipient that it has not been changed in transit and verify the identity as the sender of the message.


There four type of Digital Signature Certificate which are:

1. Class 0 Certificate: It is only for demonstration/ test purposes.

2. Class 1 Certificate: It is issued to the individual/private subscribers. This class certificate will confirm that user’s name and email address from a definite subject within the certifying authorities’ database

3. Class 2 Certificate: Class 2 Certificate will confirm that the information of subscriber is not conflicting with well-recognized consumer database. It can be issued for both business personnel and individual person.

4. Class 3 Certificate:

  • Issued to individual as well as Organisation.
  • Provides high assurance certificates, primarily intended for e-commerce application,
  • It is issued only after physical appearance in front of certifying authorities for the purpose of verification
  • In case of an organization the class 3 digital signature is registered in the name of representative authorized to file e- tender on the behalf of organization, apply for e- procurement, e-auction etc.


The Difference between Class 2 and Class 3 Digital Signature Certificate are as mentionedbelow:



Class 2 DSC is used by individual person and is accessible for download after verification based on a trusted and pre-verified database.

Class 3 DSC is superior amongst all the class of DSC’s as it issued only after the verification carried by Registration authority of registrant’s identity.

It is needed for smaller aspects and limited to filling, generally used for filling income tax, registration of Company and VAT.

It is needed for broader reasons and aspects like e-tendering, e-auction, supplier registration for expression of interest, participation and submission of bid & its document.


Following below are the usage of Digital Signature Certificates:

  • It is used for sending and receiving digitally and encrypted emails.
  • For carrying out protected web-based transactions, or to recognize other participants of web-based transactions.
  • In eTendering, eProcurement, MCA [for Registrar of Companies efiling], Income Tax [for efiling income tax returns] Applications and in various other applications.
  • For signing necessary documents which are in the format of MSWord, MSExcel and PDFs.
  • Plays a pivotal role in creating a paperless office.


The following are the supportive documents for obtaining Class-3 DSC.

  1. a) Photo ID issued by government authorities. It can be Pan Card/ Passport/ Driving License/ Bank Passbook attested by the Banker/ Aadhaar Card/ Voter’s ID Card.
  2. b) Address Proof: Subscriber address required for verification. It can be Passport/ Driving License/ Voter ID/ Mobile or Telephone bill or Gas connection/ Property Tax/ Adhaar Card.
  3. c) Proof of Right to do Business (for organization - Class 3B): Business registration document is required for Organizational certificate. It can be Copy of VAT Certificate/ Copy of Service Tax receipt/ Copy of telephone or Electricity bill of place of business/ Bank statement attested by banker in the name of Orgainisation.
  4. d) Last Audit Report and annual return attested by other Director Under rubber stamp , if any.
  5. e) Copy of last 2 Year ITR attested by director under rubber stamp along with List of directors Printed on the letter head of the Company attested by director under rubber stamp
  6. f) ID address proof of authorised signatory -Pan card & address proof of authorised signatory attested by signatory and also attested by Gazetted officer. Certified copy of Authorized signatory organisation ID Proof.
